Do operator truck drivers owner the right to require liability insurance? The insurance for my commercial vehicle (1M liability) costs about $ 700/month with about $ 2,000 down. Is this a high price?

Your rate seems high to me if you refer to your insurance bobtail. I'd do a little shopping around. I use Guard 1. You may want to Google and get a quote.
Like any other insurance, it is based on your location. (Even if you do not get home very often!) Mine is 1 / 3 Sell 05 on my Star, but I live in Nevada, which has relatively low rates of insurance, I was OTR for the best 20 years with 0 tickets / accidents and my relief may be higher.
