Express Motorcycle Insurance

I live in Louisiana. I have a motorcycle license and a motorcycle, but the scooter has no title and he was expelled before I got it, so I do not know how to go about getting a title for it. You need insurance on it, it is not covered by your landlord / tenant policy. Any loss or damage caused to you, it would be otherwise out of your pocket.
