the only way you can ask for compulsory insurance for third party injury is to be injured by a car with another person is solely responsible for your injuries. If you were injured in the break or steal another persons vehicle, then you are the person who is responsible and liable for your injury, and nobody else.
Liability coverage covers damage driver of a vehicle, where they are at fault in an accident and injure another person, other than themselves. You, as pilot, in fact are not covered to claim for your own injuries, if you're at fault.
Clearly, a thief being hurt in this way does not really apply.
