I did not know this debate was, as I've never studied it. But based on the information you gave, the debate is whether the honor of the father of the skyscraper is the guy who built the first skyscraper without actually calling it that (and without the to invent something new), or the guy who created the skyscraper "as a concept and social change (without building one of his own).

If I came up with something new ... For example, a suspension bridge with three stories, but I did not even know it was a crazy thing new and constructed as any other bridge would be built without special attention. Then, 5 years later, a historian writing a book on bridges to three floors and coins a new term for them, and show the world that they are indeed new and surprising. Who gets the credit as "father of the bridge with three floors? Me, because I made it, or the historian, because he has actually identified this as I've built something new and cool ?
